The SolveSF app users are counted as web-based users. I believe the increase is entirely because of this app and not people directly using a browser.

thanks for sharing that --personally I love the increased accessibility to 311. It's going to be a challenge to normalize the numbers though.

I don't recall the exact date. But it was right around then since Open311 api was slated for deprecation in July.
